ELS International is operating the e-LS in compliance with EU and Latvian legislation determining activity of credit institutions. ELS International is an operator of the e-LS system and a guarantor of electronic money backing with real monetary facilities. Electronic money held in the e-LS accounts are transferable and can be transferred from one user to another.
In compliance to legislation the payments are irrevocable if they are electronically signed. In the e-LS system every transaction is confirmed by special signing code.
Guarantor applying bank services accepts non-cash payments from e-LS system users and funds their accounts with electronic money in the same amount and currency. Guarantor does not accept cash for the accounts funding.
Guarantor does not carry any credit activity.
To prevent from any attempts to use the e-LS system for legalization of money received by criminal way the balance limit is set for client?s account, which identification has not been produced.
